Title Explains the issue. The Relocate Action does not appear when holding a Brightshade Shovel, and right-clicking on the headstone does not perform the action
Steps to Reproduce
1. Have the "Final Resting Place?" Skill active
2. Hold a Brightshade Shovel
3. Bug replicated. Cannot relocate graves with a Brightshade shovel.
