players cant interacte with the pirate stash unless there is a shovel in hand

as the title says. the pirate stash cant be selected or examined by players unless there is a shovel on his hand.

Steps to Reproduce

1. enter a server

2. press ~ and enter c_spawn("pirate_stash")

3. found out it could not be interacted unless there is a shovel on his hand
