So in Wickerbottom's rework Applied Silviculture is boosted, enabling it to force all affected trees to grow to their tallest, but this doesn't work right on Palmcone trees, which may only be forced to medium size with one use of the book and cannot be boosted anymore with further uses.
Steps to Reproduce
Step 1. use Applied Silviculture on a short Palmcone tree
Step 2. the tree grows into medium size
Step 3. use the book again
Step 4. the tree is not affected at all
