hound not spawning after audio queue?

so ever since the beta I have found that the hounds sometimes sound off their warning (barking, player dialogue) then not attacking but the timer for hounds still reset for the next attack. is this a problem for anyone else? is it a new feature to keep players anxious? not sure but thought I would put it down here if anyone else is experiencing it.
