Generally, followers that are constantly going to be following (like critters and such) won't block placement, but the Grumble Bees from Wickerbottom's book absolutely will, which is very troublesome as they tend to want to stay to one specific side of her.
Steps to Reproduce
Summon Grumble Bees as Wickerbottom, then try to build your base.
