As it seems, there are no other prerequisites for this event to happen.
Steps to Reproduce
enter the world as any character, enable creative mode: c_freecrafting();
Place a Punching Bag, and craft a Bramble Husk (wormwood body armour), and attempt to give the Bramble Husk to the Punching Bag.
Server and Client logs have been included,
