Willow's Shadow Fire-Raiser skills are not activated if there are less than 5 Ethereal Ember in one stack.

Steps to Reproduce
1. Use 4 or fewer Ethereal Embers in one slot to "summon" Shadow Flame.

yes, it happens to me as well,and i got another issue that sometimes the ember is only inspectable with no right action. take up and put down with click will make it work
