As the title states, the arcing electricity does not appear to do damage to enemies, even though it is apparently intended to. (Note that this was observed using a healthbar mod and allowing electricity to arc to a Treeguard)
Steps to Reproduce
1) Enable some sort of Health bar mod or keep track of an enemy's HP while kiting it
2) Take damage and allow the electricity from your Electrification Circuit to arc
3) Note how the arc does not deal damage
