Checking a Gamma Circuit's cooldown leaves it at that value when full

Whenever you check a Gamma Circuit's cooldown, it will show the circuit "recharging" through the color returning to the circuit-- however, if you check it and then close the menu until it fully recharges, the circuit will instead permanently retain its partially cooled down state until you use the circuit again (or presumably on reboot).
