Like the title says-- if you place a Driftwood Rocker near the edge of a boat and attempt to cast a line using a sea fishing rod while the boat is moving in the opposite direction you're casting, your character will stand on water.
I'm sure WX isn't complaining though.
(Note: Attempting to move from this position without c_godmode() enabled does cause your character to drown as intended)
1) Place a Driftwood Rocker near the edge of a boat
2) Place a sail on the boat and aim it toward the opposite side from the Rocker (Note: I was able to do this glitch with a single Malbatross sail-- single regular sail untested)
3) Release the sail so the boat is moving
4) Sit in the Rocker
5) Equip a Sea Fishing Rod
6) Cast a line and observe as your character fishes from on top of the water
