Can't use sonic invoker circuits with blocking circuits properly

If you have a blocking circuit and a sonic invoker circuit both equipped, then you can only use the sonic invoker circuit's effects while the blocking circuit is on cooldown. This forces you to take damage with the block activated just to use your other ability.

I do think this is probably less a bug and more so to do with both circuits trying to activate in the same way, but I wanted to post it here anyway since I was testing something unrelated and this came up.
