Steps to Reproduce

Open the crafting menu try using your scroll wheel.

Sometimes it works, sometimes it doesn't. When it stops working, sometimes opening a build menu and closing it again seems to "fix" it.

 

So the zoom being disabled isn't "by design", there's definitely a bug there.
