Bright-eyed Frogs are extremely hard to spawn

Currently lunar hail's happening will reset world moisture to minimum, meaning that there's only 2 days' time for a normal rain to form. If you are lucky enough and had a rain in spring, and it happened to be a frog rain which has 1/6 chance, you'll still have to wait until the raining rate go beyond 0.55 in the rest time of this 2 days' gap for a frog to spawn, and there is still 40% chance that this rain will not spawn even a single Bright-eyed Frog. Even if a Bright-eyed Frog rain managed to happen, it will be interrupted soon by another lunar hail.
