Both Planar Strike and Rapid Fire Remote Commands Don't Work and Do Nothing

Winona just says she's out of range, even if catapults are highlighted green and in the range. Rapid Fire Doesn't seem to affect rate of fire at all.

Steps to Reproduce

1. spec rapid fire and planar strike

2. try to use it near a catapult

3. absence

Both of them actually work. You need the proper fuel for planar strike and the rapid fire command, get a stop watch and time it to see the difference. It's not massive, but it's there.
