[bug] Steam cloud settings not configured correctly

The steam cloud is available for ONI, and every user is given up to 1GB (about 10-20 times what's really needed), however the steam API isnt configured correctly and thus the feature is non-functional.

You should only really need the '%USERPROFILE%/Documents/Klei/OxygenNotIncluded/save_files' directory, with '*.sav' as the the pattern and optionally/ideally with recursive enabled. OS flag should be left as all-platforms but be sure to set the override directories correctly.
