Construction radius/set-up blocker

Hi all, not sure if anyone is aware or seen the code used.

Does anyone know how to go about modifying the parameters for construction placements?

I recall at one point the fling-o-matics use to prevent construction if another was within it's fling radius, this could really help me modify a composite structure I'm coding current.

I appreciate any information or leads would be greatly appreciated!!
