Mods not downloading!

So for the past couple hours I've been reading everything I can and have been following instructions on how to fix my problem.

**I have tried verifying my folders, re-subscribing to mods, however every time I go into the mods tab in game:**

1) My Mods download, disappear then start re-downloading again

2) I get a pop-up telling me "No Mods Installed..." with my mods in an infinite downloading loop in the background.

Whenever I look at my mods folder it seems empty, I'll try my best to help you help me whenever possible. Thanks!
