I require assistance at figuring out how to make custom perks!

I noticed a handful of threads that are similar to mine. 

At first I tried to go through them to see if any of them matched what I wanted.

Most did not speak to me and I'm afraid I have nearly zero experience with coding.

This game is great and I am inspired to create a custom character for myself and the community on steam.

I hope someone could leave me with the instruction on what code is necessary to have the perks and where to put it in the lua. 

 

Perk 1: Clothing deteriorate at twice the rate

Perk 2: High saturation of water does not reduce sanity

Perk 3: Loss of sanity recovers health (e.g. every 2 lost sanity = 1 health, etc.)
