After that noticed, that it still gives me +5 PWR when <=3 PWR. Steps to Reproduce: Save is attached, second slot campaign. Save is done just after that bug happened. It is possible here to do rewind and reproduce it (have enough devices to crack around me and -5 PWR from Fusion).
