Needing a mod for Ghost placeholder for persistence

I'm sure it'd not be that hard to have the game keep running even if all people were ghosts, no?  Just remove that check, perhaps?  Trying to set up dedicated and this is the only workaround that comes to mind is starting it on a remote box and leaving it running.
