Different people can do this, but what kind of "feature" did you have in mind? The complexity of a mod often changes how willing people are to do it. Sometimes people publish mods publicly; other times they do it privately.

I don't know how complex this mod would be, but basically I'm looking for a mod that lets you summon bosses and start events without waiting for them.

Hmmmmmmmmm,,, well this stuff can be done, but it's a ton of little changes. It's not like it *can't* can done, not at all, but your best best might be to have someone *try* to do this list, but don't hold them to every edit. That sound fair? There's no real telling which of these edits would be easy, and which would be hard. Spawning a boss event for example is likely easy, but changing prefab behaviors, and making animals spawn out of season might,, *might* be tricky if that code is too deeply engrained, since it likely involves changing their spawning code, and maybe their AIs. Some edits might be easy, like allowing an iceberg to grow larger during any season, or it might be tucked inside other code that would need to be rewritten from scratch.

All I'm trying to say is that a commission like this likely would be more,, complex, and they might want to handle it in installments, to see how much is basic, and how much is simple, and so you can get a basic, functional result before promising to do it all, you know?

Most of what you're asking for is pretty code centric, which helps because it means a non-artist can do it, but it also means you likely need someone more well versed in DST's code.
