Offline items

Idk if this is a problem for many people, but it keeps bothering me for around a year. Servers. They just doesn't work. Sometimes it's just DST not connecting to Klei servers, sometimes game works normally, connects to servers, but when I craft an item (even if I chose a skin) it just a default axe without skin. Also, I live in Russia and there is a possibility of most of non Russian content might disappear. So, is there a possibility of Klei making some kind of a save files for items? 
For example: you download a game with certain amount of skins in your inventory, game makes save file and if game will not be able to connect to the Klei servers all items saved in this file will be available.
