I've always felt this should be a thing, but I also think it's been a frequent suggestion for a long time. I doubt the devs will change their minds now. At least they gave us beefalo wool from other sources. No harm in discussing it, of course. Another option might be a quest from the odd beefalo available if no beefalo are in the world: Bring him stuff and he spends a season bringing in a new herd.
