[QoL] - if 100% reaserch complete: tech tree availible regardles of absence of research stations?

so a simple idea:
if some has finished all reaserch the tech tree should be availble always, regardles if some one has reaserch station or not.
keeping a building just for accessibility seems bit redundand.
