I've had this issue ever since I restarted my PC (Windows 11). After redownloading Steam and DST again and subscribing to mods I've previously used, the majority of the mods do not show up at all in the in-game mode menu. Here are my observations of the issue.

1. When subscribing. The download state of the mod in Steam switches erratically between "downloading" and "updating" before miraculously completing without the download bar even moving an inch.
2. The files for the mods do not appear under the respective mod file: C:\Program Files (x86)\Steam\steamapps\workshop\content\322330 and show up as 0B in the properties menu in Steam (The problematic mods do not appear in the mods folder, which may indicate that it's not initiating a download, failing to initiate, or something is stopping it from downloading. They will show up at subscribed)
3. Problematic mods do not download even during game runtime (some mods do not download in Steam but actually start downloading during runtime)
4. The mods that work and don't work are constant and don't change even after redownloading DST and Steam. Mods that work are recently updated 2023+ (though I haven't checked for 2022 and 2021). And anything that hasn't been updated since 2020 does not seem to work
5. Cleaning the Steam download cache does not work
6. Deleting appmanifest_322330 and appworkshop_322330 and restarting the game also does not work
7. Reinstalling Steam and DST after deleting all related files also does not work
8. Varifying file integrity under Properties → Local Files → Verify integrity doesnt show any problems
