Didn’t see any difference between half wall, wall, half tile or tile.

They should be working, what do you see when you try placing a structure? What platform are you playing on? Looks like PS4 or PS5? I've attached screenshots of how the option should be working.

Is that just the size? Same option from changing in game instead of going through the settings? I wonder why the settings option if there is already a button to change the sizes while placing the structures…
Damn we really need a dead center alignment. Multiple of 2 makes everything crooked…

The settings menu option affects which grid size the game defaults to when you go to place a structure. That way people who have a preferred grid size can save themselves from having to change the grid size every time they go to build something.
