It is very common to have too much of one material while being short in another, and he lets you take advantage of that. And I don't understand how the skill being "riveting" or not connects to the question of whether it fits Wilson's lore. Maybe they weren't interested in his skill tree or heard it was so bad it wasn't worth looking into.
