How come when drop on disconnect is active it also drops the owner of the world's stud

When I enable drop on disconnect for people who join my world to drop their stuff when they leave the owners stuff drops as well. It's is rather annoying and it's especially annoying when I have to roll back because when you do all of your stuff is on the floor and organization becomes he'll, if there was a change to make it the the owner of servers stuff wouldn't drop as well, then it would influence others to apply it to their world and would stop people from stealing alongside saving resources for those who make stupid choices in crafting. Another change that might help is the idea of players dropping all stuff when banned without "drop on disconnect" being on or off.
