New Beta Game Launch Error?

Helloo I'm having trouble right during the update when I didn't want anything to come in my way of me and this beta... I tried opting in for the Winona and Wurt skilltree beta update but after following the guideline on how to opt in (first time doing it for any dst beta), verifying file integrity, opened up the game and since then it has not been letting me go past this error message. 

Whenever I exit out the game, steam keeps say it's still running, then when I press "Stop", it stays stuck on a greyed out "Stopping" until I have to forcefully exit out of steam for it to actually stop, but it repeats the same whenever I attempt to open up the game even after opting out of the beta back to none.
At first I went ahead and deleted the appinfo.vdf file after instead of staying stuck on "stop" it was getting stuck on "verifying" when I had the beta update on and saw in the downloads section it said "App configuration unavailable" and looked up what the solution to that may be, then it has started getting stuck on what I've described above already, even after opting out of beta.

Reinstalled DST as well, still nothing has changed. Please let me know if there's anything else I can do until an update from steam, windows 11 or DST comes that isn't reinstalling all of steam as a last resort, thanks.
