A simple idea for implementing a new character.

I think it would be quite interesting if Wagstaff was made playable in DST in some way. I do understand the conflict that may exist due to him appearing in the lunar events, but my idea would be that maybe he is unlocked by the players completing said events. Maybe he could have some interesting dialogue when examining various characters, since he isn't physically inside the constant and has interesting relations to other characters. I imagine WX would have more than a few things to say to him. Any suggestions for improvements, balance changes, etc. are welcome!
