Colling is on of the things where there is no sliders for difficulty - you have got just morale, food and germs. My solution would be very simple to implement and I believe satisfactory - add sliders for production of energy. Want to have game easier/more difficult? Change the output of the energy creation by coal generato to 500W or 1000W. It would apply to all generators - making cooling and other mechanics (which are not covered by current difficulty sliders) easier or more difficult. And pretty easy to implement.
