It should be a big no-no in programming to have self-dismissing notifications appearing above user-dismissed ones. If you change them around so the self-dismissing ones always appear underneath user-dismissed ones then when the self-dismissing ones disappear the user-dismissed ones will not jump upwards and then there is no chance the user clicks the notification below the one they meant to click.
