[TU-211867] Liquids and gases in pipes have their temperature reset every time they move

All substances inside liquid and gas pipes have their temperature reset every time they move along the pipe. In between movements or whenever the flow is blocked the temperature of the pipe's contents will appear to change normally but these changes are discarded during the next movement.

In the save above small packets of cold water are being pumped through Wolframite pipes within a tank of hot water. If you hover over any pipe within the tank you can see that the temperature of the pipe's contents raises by up to a degree C in between each movement. Despite this there's no overall change in temperature along the pipe, and the water exits the system at the same temperature as it entered.

This is a duplicate of the previous test case with one pipe segment removed. The fluid stuck in within the pipes heats up rapidly. If you use debug mode to replace the missing pipe segment then all fluid within the pipe instantly reverts to 22.5 C. This occurs even while the game is paused.

If you save while the water within the pipe is at an elevated temperature then when you load the game the pipe's contents will be back at 22.5 C.

Steps to Reproduce
1. Build long stretch of pipe through hot or cold environment. 2. Pump small quantities of liquid or gas through the pipe. 3. Observe that temperature of pipe contents in each segment of pipe varies slightly over time but stays close to it's entry temperature. 4. Check temperature of liquid or gas as it leaves the pipe. It will be at the same temperature as when it entered.
