[Help] Mods on Dedicated Server

I was desperatly triing to setup a dedicated Server with Mods enabled on my PC. I did everything according to the Tutorials, but no mods worked (Server was running fine) After hours i tried it once on my Laptop and it worked immediately. I then copyed the entire server folder from the Laptop to the PC, but it did not work. So i copied the dedicated mods folder as well, which unfortunately changed nothing. Doy ou guys have any idea where the problem could be? Some cuts from the server Logs here:

Working Server:

Not working Server:

[00:00:02]: LOADING LUA SUCCESS

It seems to just jump over loading the mods.

Please help me find the issue, it is no use for me to run the dedicated server on my laptop.
