That being said, Error 118 generally is an issue with your system's ability to connect to Steam servers and/or Klei servers. Please see Steam's Support's Troubleshooting Network Connectivity guide for step-by-step fixes: https://support.steampowered.com/kb_article.php?ref=1456-EUDN-2493 Should the issue persist, your best, next step is to contact Steam Support directly https://help.steampowered.com/ and inform them of your connection issue.
