The tradeable event skins did seem to have a drop chance similar to classy even though they were labeled as elegant. It was only during the holidays that Klei gave a general increase to drop rates. During that uncommon event it looked like you would get an item a tier up from what you normally would. Classy items dropped like commons, spiffy dropped like classy, elegants dropped like spiffy, ect. I used to pay very close attention to droprates...
