It is 240 W per second as long as it is pumping. It only pumps when the output has empty pipe under it and when that happens, it places as big as possible packet there - so if there's 10 kg of liquid to scoop, it inserts 10 kg of liquid for that 240 J into the pipe. If the consumption is smaller, it then waits unlit that pipe segment is empty again.
