Wow. Lets take it to that level. Good job. Much good that does. Anyways they need to make the duplicants know that climbing down to build above them is gonna get them trapped and they'll die. Is there some sort of programming that makes them want to build the furthest reachable tile first?

'intuitive' and 'obvious' are often not helpful in writing a program. If you can't come with an accurate definition, why would you expect that from someone else?

But they don't do that. They only don't follow the order you'd intuitively want them to follow.

Quick fix - prioritize them with levels when filling, it would look like this (5-9 - priority H-already built walls/minerals):
