Scout rover can build porta-pod but can't activate it.

As the title, my scout rover can build porta-pod but can't activate it.

If I build porta-pod at the outer planetoid with scout rover only(so there is no dupes),

I have no method to activate that porta-pod.

then my printing-pod at the original planet does not working because of that porta-pod.

Is it a intended one?

Steps to Reproduce

1. Build porta-pod at the outer planetoid with scout rover only

2. If there is no dupes, porta-pod cannot be activated

3. Then Printing-pod at the original planet is not usable.
