Dupes will attempt to depressurise disabled oil wells, and fail

While an oil well is both disabled and over its pressure limit, dupes will still try to depressurise it.  They can't, and will just stand in front of the well doing nothing.

Steps to Reproduce

Build an oil well.  Let its backpressure build up for awhile.  Disable the well.  Set the depresurize threshold above its current backpressure level.  Watch dupes try to depresurize it, without success.

This is issue still persists in test branch as of today. Furthermore, this also applies to when the oil well is disabled by an automation grid. And while in the middle of depressurizing, if the well gets disabled, Dupe's animation will freeze.
