Balphins don't come out of Palaces

At least some of the palace works and can spawn balphin. (like 1/3 of the time)

normally that only occurs during hurricane season for some reason. In mild season I hardly see them. 

Is it possible the ballphin migrated? I notice sometimes they just wander far away from their palace and get stuck.

Nope, I don’t even see them come out of their houses until monsoon season.
