No bird landing after first 3-seasons cycle finished

As the title describes, there's no bird landing in rural area (pigtown occassionally has some pigeons)

Steps to Reproduce
Finish the first seasonal cycle.

When I restart the app, bird regen seems to be normal for a time, but not persist.
