When you first get and plant the magic water, your maximum health does not go down (like with Meat Effigy). However, if you close and reopen the game after planting it, your maximum health will have a black bar at the top, and be lower than before. As Wormwood it went from 150 --> 120.

1. Acquire magic water, plant it as a flower. 2. Save & quit and reopen the game.
