City Planning Tab blocks Renovate Tab

There are some buildings in the City Planning Tab that I havent placed yet.

When I'm now inside my Slanty Shanty the Renovate Tab is not available anymore, even if the Key to the City is not in my inventory.

Steps to Reproduce
Having not placed pig shops in the city planning tab and try to open renovate tab

Can confirm same bug here but the other way around. Renovation is blocking Planning tab... I'm running the game in the BETA save.rar
