Blowing up houses and guard pigs with coconades

I was trying to play Woodlegs like a true criminal and when i found 1 obsidian coconade, 2 normal cocnades and 2 gunpowder in treasure chest, i was curious what happen if i blow up the city. Unfortunately nothing happened even guard pigs didn't try to kill me (but it triggered them, i mean when u steal or hit them animation). Does throwing grenades doesn't count as aggression?
