Tall and regular grass tufts can be stacked together to get more tall grass

If you have a regular grass tuft and a tall grass tuft, you can stack them together to get 2 tall grass tufts.

I'm not sure if it's actually a bug or intended? With the "Pig skin?" item it seems to be intended, but not with the grass tufts.
