Workshop Mods Downloads continuously restart

Previously I had 4 mods installed and working fine through the Workshop however today I tried to add a few more and they would just download over and over on the mod page but never install. I copied the client log below but I can't really make sense of it.

I have uninstalled everything including the game and steam and redownloaded all of it. The mods still do the same thing.
