The wardrobe counts every skin you own and gives you a percentage of the items you have for each character. It seems to be counting the Event rarity items (The Event rarity costume set and the Challenger set) into the percentage meaning that owning "all" the skins for a character will display that you only own 86% of each characters skins. (As you currently cannot own the event rarity costumes unless it is Hallowed Nights or the Forge event.)
The system does not include some items in the collection if you do not own them. (I believe the Timeless rarity items and Proof of Purchase rarity items as an example.) It is inconsistent that the system counts missing event rarity skins as they are entirely unobtainable so I believe this is a minor bug with the skin system.
This bug should be noticeable even in collections that do not own every skin but is most noticeable for collections that have every skin. (And should be at 100% but are at 86%.)
Own every skin for a character and find you only own 86% of each characters skins as you are lacking the event rarity skins which are not even listed in the skins menu.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
