Royal-in-Progress can't accept food offering if his slots are full

If a Royal-in-Progress's inventory slots are full, he can't accept your offering and turn into a merm king.

I guess it's caused by this fixed bug.

Steps to Reproduce
Fill the inventory slots of a royal-in-progress and try to feed him a dragon pie.
