Pengulls stopped spawning

I am at 400+ days and I have noticed that for the past 2 or maybe 3 winters the Pengulls have stopped spawning. I have tried walking by the shore, and nothing has happened. 

Steps to Reproduce
Played the game through a winter and no Pengulls appeared anywhere.
Go to bugs

I also reported this half year ago. It seems there can only be ~10-20 pengull spawns per world. After they are done, no more pengulls are spawning with entry in logfile that there would be too many pengull places in the world.

Not sure if it still behaves the same way.
